Human Resources License Renewal

Licensure Information

It is your responsibility to obtain and maintain your license. If your license lapses or is revoked during your employment with the NWRESD, you will face disciplinary action, up to and including dismissal.

Continued employment for licensed employees with the NWRESD is contingent upon you holding and maintaining an Oregon teaching license that is appropriate for your assignment.

Please carefully review any information that you receive from TSPC (Teacher Standards and Practices Commission) or the State Board. It is your responsibility to comply with and meet any TSPC/State Board requirements. The NWRESD may provide you with reminders, but those reminders do not relieve you of your responsibility for maintaining your own license.

License Renewal Process

This section is primarily focused on TSPC license renewal. If you hold a license through one of the State Boards, please be sure to carefully read any information they send to you and carefully follow the renewal process dictated by the State Board.

1. Complete a Continuing Professional Development  (CPD) Plan

A CPD outlines the professional development a teacher has engaged in during the life of the license that is being renewed, and is required by TSPC for many license renewals. The CPD is a way to track all your credits and to set goals for future professional development.

Each item listed on the CPD is assigned a certain number of Professional Development Units (PDUs), depending on the time commitment involved. TSPC requires a certain number of PDUs for license renewal, usually between 75 and 125, depending on the license. Please check your renewal letter for the number of PDUs required for your license renewal.

A CPD form is not included with your TSPC renewal packet, so you must download one here. A CPD form must be completed and signed by your supervisor, and a copy must be sent to HR before Step 2 (below) can be completed.


2. Human Resources completes the Professional Educational Experience Report (PEER) form

The PEER form lists all professional experience with the NWRESD achieved during the life of the license and verifies that the employee has earned the required number of PDUs.

Complete the  PEER Form electronically and email it along with a copy of your PDU log to Grace Fasching in Human Resources. The completed form will be signed by the Chief Human Resource Officer and sent electronically to TSPC.  

Only professional experience while employed with the NWRESD will be verified on the PEER form. If you worked for another district during the life of the license, you must contact that district and make arrangements for them to fill out an additional PEER form to verify your experience with that district.

Please send the PEER form and PDU log to Human Resources as soon as possible. HR should receive the form no later than 30 days before your license's expiration date. Delays in sending these materials in can hold up the renewal of your license.


3. Complete C-1 Application and Submit Materials and Application Fee to TSPC

Once you have collected all the necessary renewal materials (including the PEER form), you can send all the materials along with the application fee to TSPC to complete the renewal process. TSPC will review the materials and evaluate them against established requirements. Renewals will be issued once the evaluation is complete. This process can take several weeks to complete.

Do not be alarmed if you do not receive your renewal before your expiration date. As long as TSPC receives the C-1 application and the application fee before the license's expiration date, the license will enter a 120-day grace period and the applicant will be allowed to teach during this time.

TSPC MUST receive at least the C-1 and application fee before the expiration date in order to trigger the grace period. It does not happen automatically and your license will lapse if TSPC does not receive those two items before the expiration date.

If TSPC determines that an applicant has not met all the requirements, they will issue correspondence to the applicant and the NWRESD indicating what is missing. As long as these materials are received within the 120-day grace period, the applicant will not face any adverse action. PLEASE DO NOT IGNORE THIS CORRESPONDENCE. If you take no action, your license will lapse and you will face disciplinary action.

PLEASE NOTE: This is a general overview of the renewal process, and some licenses will require additional materials from the applicant, such as test scores (Praxis, CBEST, etc.), transcripts, or verification of completing a program for renewal.

Please review the letter that accompanied your license when it was issued or contact TSPC to see if you must meet any additional requirements. You should review this letter well before your license expires so that you can complete all the requirements in time for your renewal.

Frequently Asked Questions

Licensed employees of the NWRESD are expected to maintain license and endorsement requirements particular to their teaching positions by renewing licenses as necessary through TSPC or the appropriate State Board. This FAQ is directly primarily at TSPC renewal, and the following information will help guide you through the license renewal process.

1.  How will I know when I need to renew my license?
  • TSPC sends renewal notifications directly to the individuals approximately three months prior to license expiration. In addition, Human Resources sends an email to employees prior to expiration as a reminder. Ultimately, license maintenance is the professional responsibility of the license holder.
  • You may also check your license certificate at any time (the expiration date is printed on it) or look up your license on TSPC's website.

2.  What do I need to do to renew my license?
  • Your renewal requirements were included on the letter sent to you by TSPC when your license as issued. You may also look up your requirements on TSPC's website or contact TSPC for assistance.
  • The information on this page will apply to most renewals, but you MUST check your own renewal requirements to see if you need to submit any additional materials.

3.  What happens if I do not renew my license before the expiration date?
  • If your position requires a license, you will be pulled from the position the day after the license's expiration date if the license does not enter "grace period" status and placed on unpaid administrative leave until you can produce proof of a current, valid license. If your license lapses or is revoked during your employment with the NWRESD, you will face disciplinary action, up to and including dismissal. TSPC also charges additional fees to renew your license after the expiration date.

4.  I need a Continuing Professional Development (CPD) plan for my license. What do I need to do?
  • Your CPD plan is developed with your supervisor and tracked over the life of the license. The CPD lists all of the professional development activities an employee has engaged in from the issue date of the license to the expiration date. At renewal time, you must submit a copy of this form to Human Resources along with your PEER form. You can download the form here.

5.  What is a PEER form?
  • The Professional Educational Experience Report (PEER) form is used to report all verifible professional experience and PDUs earned during the life of the license to TSPC. The PEER form is completed by Human Resources and returned to the employee in a sealed envelope addressed to TSPC. The employee will also be sent a copy for their own records. Please review this copy for accuracy. If everything looks accurate, please include the sealed PEER form with your renewal materials sent to TSPC for license renewal.

6.  I hold a provisional license (Restricted Transitional, Emergency, Limited) or a Conditional Assignment Permit (CAP) and received notification to renew. What are my next steps?
  • These types of licenses often require additional materials in order to meet renewal requirements. Please review the letter sent to you by TSPC when they issued your license for your renewal requirements, or contact TSPC for this information. Then contact Human Resources and notify them of any District required components (letters, etc.) you need to renew your license.

7.  I cannot locate my letter from TSPC stating what I need to renew. How can I get a copy?
  • You can read all correspondence from TSPC to you online by going to TSPC's license inquiry page and entering your name as it appears on your license, birth date, and last four digits of your Social Security number. Or you can contact TSPC directly and they will be able to tell you.
